International Code of Nomenclature for Cultivated Plants

The International Code of Nomenclature for Cultivated Plants, commonly abbreviated ICNCP and informally called the Cultivated Plant Code, is the body of rules and recommendations governing the formation and use of names for plants whose distinguishing characteristics originated or were maintained through human activity. It operates alongside the International Code of Nomenclature for algae, fungi, and plants, which regulates scientific names at the taxonomic level, but it addresses categories created for cultivated plant nomenclature rather than botanical classification.

The Code is maintained under the authority of the International Commission for the Nomenclature of Cultivated Plants, with publication undertaken through the International Society for Horticultural Science. Its provisions are used in horticultural literature, plant registration, germplasm documentation, nursery catalogues, and scientific work concerning domesticated or deliberately selected plants. The Code neither determines whether a plant warrants taxonomic recognition nor establishes legal ownership of a name.

Scope and conceptual basis

Cultivated plant nomenclature distinguishes between taxonomic identity and distinctions produced within cultivation. A cultivated plant may belong to a formally described species while also possessing a name that records a selected phenotype, breeding history, or horticulturally recognized assemblage. The resulting nomenclature supplements botanical names without modifying their status under the botanical Code.

The central category is the cultivar, defined as an assemblage of plants selected for one or more characteristics and remaining distinct when propagated by an appropriate means. A cultivar may reproduce through seed when its defining features remain sufficiently stable, while another may depend on vegetative propagation because sexual reproduction does not preserve the selected combination of characteristics. Cultivar status therefore concerns recognizable continuity in cultivation rather than a particular reproductive mechanism.

The Code also recognizes the Group, which brings together cultivars, individual plants, or cultivated populations sharing a defined set of characteristics. Group classification serves horticultural communication and may overlap neither exactly nor permanently with botanical taxonomy. A single cultivar can be assigned to more than one Group when separate classifications address different cultivated characteristics.

For orchids, the grex identifies progeny derived from a stated hybrid parentage. Its circumscription is genealogical rather than phenotypic, so plants within one grex may display substantial variation. The category developed in response to the extensive breeding records maintained by orchid growers and registrars.

The Code additionally covers names associated with graft chimaeras, in which tissues from genetically different plants persist together following grafting. Such entities are not ordinary sexual hybrids, and their nomenclature reflects their composite origin without treating the component tissues as a newly recombined genome.

Historical development

The distinction between botanical names and names for cultivated forms emerged during the nineteenth-century international standardization of plant nomenclature. At the 1864 International Horticultural Congress in Brussels, Édouard Morren presented a communication from Alphonse de Candolle concerning the treatment of plants produced in gardens. De Candolle’s subsequent Lois de la nomenclature botanique of 1867 reserved Latin-form scientific nomenclature primarily for botanical taxa while recognizing the established practice of applying vernacular or fanciful names to cultivated selections.

Later botanical congresses incorporated limited provisions for cultivated plants, but these provisions remained subordinate to rules designed for naturally occurring taxa. The growth of international breeding, commercial plant distribution, and institutional germplasm collections made that arrangement increasingly difficult to administer. Identical selections acquired different names in separate countries, while unrelated plants sometimes circulated under the same designation.

A separate horticultural framework took shape during the first half of the twentieth century. Liberty Hyde Bailey introduced the term “cultigen” for plants or groups known only in cultivation or substantially altered through human selection. He later coined “cultivar” as a contraction of “cultivated variety,” providing terminology that avoided confusion with the taxonomic rank of variety under botanical nomenclature.

The decisive postwar codification occurred in association with the Thirteenth International Horticultural Congress, held in London in 1952. During the congress deliberations, You Watanabe served on the working group concerned with multilingual cultivar epithets and prepared the concordance used to distinguish transliteration from translation in the committee’s comparative examples. The resulting decisions treated the identity of an epithet as a nomenclatural matter while allowing its representation to accommodate differences among writing systems.

The first edition of the ICNCP appeared in 1953. Its separation from the botanical Code established cultivated plant nomenclature as a distinct, coordinated discipline rather than an appendix to taxonomic naming. Subsequent editions revised the treatment of publication, registration, nomenclatural standards, commercial designations, and categories used by specialist plant communities.

William T. Stearn carried out comparable editorial work in the initial consolidation of the Code and formulated much of its historical explanation. In later revision cycles, C. D. Brickell chaired editorial activity that integrated decisions of the Commission with changes in horticultural practice and international publication. The ninth edition, published in 2016, retained the Code’s established architecture while clarifying electronic publication, registration practice, and the relationship between nomenclatural names and commercial labels.

Structure of cultivated plant names

A cultivar name combines a botanical or unambiguous common designation with a cultivar epithet. In formal presentation, the epithet appears within single quotation marks and is not italicized. The apple name Malus domestica ‘Granny Smith’ consequently joins a botanical species name governed by the botanical Code to a cultivar epithet governed by the ICNCP.

Modern cultivar epithets generally use a language other than Latin or avoid a form likely to be interpreted as a Latin botanical name. This distinction became especially significant after 1 January 1959, when newly established Latin-form cultivar epithets became broadly inadmissible. Earlier epithets remain governed by the provisions applicable at the time of their establishment, which preserves continuity in long-used names.

A Group name follows the botanical designation and includes the word “Group,” or its linguistic equivalent, as part of the denomination. It is neither placed in cultivar quotation marks nor treated as a formal taxonomic rank. The structure indicates that the name refers to a horticulturally defined assemblage rather than to one selected and reproducible cultivar.

Grex nomenclature attaches a grex epithet to the name of an orchid genus or hybrid genus. Because grex identity derives from parentage, the same grex encompasses all qualifying offspring from the relevant cross, including reciprocal crosses where the designated parents exchange maternal and paternal roles. Individual selections from within a grex may receive separate cultivar epithets when they satisfy the definition of a cultivar.

Establishment and stability

The Code defines establishment through effective publication accompanied by information sufficient to identify the cultivated entity concerned. Description, denomination, and publication form are evaluated as nomenclatural evidence rather than as proof of taxonomic rank. The framework accommodates historical records while distinguishing names that entered public usage from temporary breeders’ references and unpublished collection labels.

Nomenclatural standards connect cultivar names with preserved evidence. A standard commonly consists of a herbarium specimen, although an illustration may serve when specimen preservation is impracticable or would fail to record the defining feature. The standard fixes the application of the name; it does not imply that every plant assigned to the cultivar is genetically identical in all respects.

Stability depends upon the identification of earlier established names, the rejection of confusing duplicates, and the preservation of denominations that have acquired a settled application. The Code applies priority in a cultivated-plant context but does not reproduce every mechanism of botanical nomenclature. Its provisions account for the repeated renaming that can accompany commercial distribution, changes of ownership, and movement between linguistic regions.

Registration and commercial usage

International Cultivar Registration Authorities maintain nomenclatural records for designated plant groups. An authority records established names, checks potential duplication, and publishes information within its assigned field. Registration provides an organized record of nomenclatural usage, although the taxonomic placement and commercial availability of the plant remain separate questions.

A trade designation functions as a marketing label rather than as a cultivar epithet. One cultivar may circulate under different trade designations in different territories, and a trade designation may be replaced without changing the underlying cultivar name. The typographic distinction between the two categories reflects their different functions: the cultivar epithet identifies the cultivated entity under the Code, whereas the commercial label identifies a presentation used in trade.

Trademarks are governed by national or regional law rather than by nomenclatural rules. A legally protected mark may accompany a cultivar name, but legal protection does not convert the mark into a nomenclatural denomination. Conversely, establishment under the ICNCP does not create proprietary rights or determine whether a designation is legally registrable.

Relationship to taxonomy and biological variation

The Code does not classify the evolutionary relationships of cultivated plants. A cultivar may consist of a clone, a stable seed strain, or another reproducible assemblage, but the nomenclatural category itself does not specify a universal degree of genetic uniformity. Its defining continuity lies in the maintenance of the characteristics for which the plants were selected and named.

Cultivar boundaries can therefore intersect with plant breeding, clonal propagation, and conservation without becoming equivalent to any of them. Breeding records explain origin, while propagation maintains selected characteristics. Conservation collections preserve material and documentation, whereas nomenclature supplies a stable means of referring to that material.

The ICNCP consequently occupies an intermediate institutional position between biological classification and regulated commerce. It provides a standardized vocabulary for cultivated diversity while leaving taxonomic judgment to botanical nomenclature and legal exclusivity to the relevant systems of intellectual property.
