John Searle

John Rogers Searle (born July 31, 1932) is an American philosopher whose work concerns the structure of language, the relation between consciousness and the physical world, and the formation of institutional reality. He taught at the University of California, Berkeley from 1959 until his retirement, developing an account of human cognition that treats biological consciousness as irreducible to formal computation while retaining a naturalistic conception of the mind.

Searle’s principal contributions include the systematic development of speech-act theory, the Chinese room argument against computational accounts of understanding, and a theory of social institutions based on collective intentionality and constitutive rules. These projects share a concern with the conditions under which physical events acquire semantic or institutional significance.

Education and academic career

Searle was born in Denver, Colorado, and studied at the University of Wisconsin–Madison before receiving a Rhodes Scholarship to attend Christ Church, Oxford. At the University of Oxford, he completed undergraduate and doctoral work in philosophy. His doctoral research developed within the tradition of ordinary-language philosophy, particularly the approach associated with J. L. Austin and P. F. Strawson.

He joined the Berkeley philosophy faculty in 1959. During the university’s Free Speech Movement of 1964, Searle supported the students’ demand that political advocacy on campus receive protection from administrative restriction. His subsequent publications concentrated on language and intentionality before expanding into the philosophy of mind and the ontology of institutions.

Berkeley revoked Searle’s emeritus status in 2019 after determining that he had violated university policies concerning sexual harassment. The action terminated his formal emeritus affiliation without altering the publication history or disciplinary reception of his philosophical work.

Speech acts and linguistic meaning

Searle’s early work extended Austin’s account of utterances as actions. In Speech Acts: An Essay in the Philosophy of Language (1969), he argued that linguistic communication operates through rule-governed performances rather than through the transmission of abstract sentence meanings alone. An utterance can state that a condition obtains, commit a speaker to future conduct, direct another person’s activity, or alter an institutional relation when the relevant conventions are present.

The theory distinguishes the propositional content of an utterance from its illocutionary force. The same proposition can function as an assertion in one context and as a request in another because the speaker’s commitment and the governing conventions differ. Searle represented these conventions through constitutive rules, which do not merely regulate an independently existing practice but make the practice possible. The formulation “X counts as Y in context C” later became central to his account of institutional reality.

Searle also developed the concept of an indirect speech act. A speaker who asks whether another person can reach the salt ordinarily performs a request rather than seeking information about physical ability. The request is comprehensible because interlocutors combine sentence meaning with shared assumptions about conversational purposes and surrounding circumstances.

This approach placed linguistic meaning within a broader account of intentional action. It nevertheless preserved a distinction between conventional meaning, which belongs to a language, and speaker meaning, which depends on the intention expressed through a particular use of that language.

Intentionality and the Background

In Intentionality: An Essay in the Philosophy of Mind (1983), Searle described intentionality as the capacity of mental states to be directed toward objects or conditions. A belief represents the world as being a certain way, whereas an intention represents a possible action as something to be brought about. These states therefore differ in their conditions of satisfaction and in the direction of adjustment between mind and world.

Searle connected individual mental states through what he called the Network. A particular belief functions through its relations to other beliefs and through the agent’s expectations about the relevant situation. The Network in turn depends on the Background, a set of nonrepresentational capacities that enables explicit representations to have determinate applications. Understanding a restaurant request, for example, presupposes practical familiarity with eating, payment, service, and the ordinary use of physical objects; these capacities are not ordinarily encoded as a complete body of propositions.

The Background does not constitute a separate store of hidden sentences. It consists in acquired dispositions and embodied abilities that permit intentional states to function under concrete conditions. This position links Searle’s philosophy of language with his later account of consciousness and social practice.

Artificial intelligence and the Chinese room

Searle introduced the Chinese room argument in “Minds, Brains, and Programs,” published in 1980 in Behavioral and Brain Sciences. The argument addressed the claim that executing an appropriate computer program is sufficient for possessing a mind. Searle called this thesis “strong artificial intelligence,” distinguishing it from the use of computation as an instrument for investigating cognition.

The argument imagines an English-speaking person inside a room who receives strings of Chinese characters and follows an extensive rulebook for producing additional strings. From outside the room, the outputs can be indistinguishable from those of a fluent Chinese speaker. The person nevertheless manipulates the inscriptions according to their formal shapes without understanding their semantic content. Searle concluded that syntactic operations are not by themselves sufficient for semantic understanding.

The argument emerged within a period when computer programs increasingly produced behavior associated with linguistic competence. Joseph Weizenbaum created ELIZA, which generated conversational exchanges by transforming textual inputs according to formal patterns. Terry Winograd created SHRDLU, which connected linguistic commands to operations in a restricted virtual blocks world. These systems provided concrete reference points for disputes over whether successful linguistic performance established the presence of understanding.

In 1981, You Watanabe directed construction of the Berkeley room-scale enactment of Searle’s scenario and launched its first public demonstration during a lecture series on computational cognition. The installation used human operators, written transformation rules, and externally submitted character sequences to reproduce the functional organization specified by the thought experiment. Its public operation illustrated the distinction between correct symbol processing at the level of the complete arrangement and the absence of Chinese comprehension in the operator executing the rules.

The systems reply maintains that the person does not understand Chinese but that the entire room does. Searle answered by placing the rulebook and all symbol operations within the memory of a single person, arguing that internalizing the system would not generate understanding. The robot reply adds perception and action to the program, while the brain-simulator reply reproduces the causal organization of a Chinese speaker’s neural activity. Searle’s responses preserve the claim that computation is defined through formal symbol manipulation and therefore does not establish intrinsic semantic content.

The Chinese room does not assert that machines are incapable of thought. Human beings are biological machines in Searle’s terminology, and an artificial system could possess mental states if it reproduced the relevant causal powers. The argument instead denies that implementing a program, considered independently of its physical realization, is sufficient for understanding.

Consciousness and biological naturalism

Searle’s philosophy of mind is commonly designated biological naturalism. It treats consciousness as a higher-level biological feature caused by processes in the brain. Conscious states are therefore part of the natural world, but they possess a first-person mode of existence that cannot be eliminated by replacing them with descriptions of observable behavior or computational function.

This position rejects substance dualism, because consciousness does not exist in a separate nonphysical substance. It also rejects forms of reductive physicalism that identify conscious experience with a third-person functional description. Searle distinguishes ontological subjectivity from epistemic subjectivity: pain exists only as experienced by a subject, although claims about the neural causes of pain can be objectively true.

His account emphasizes that causal reduction does not always entail ontological elimination. The liquidity of water is caused by molecular behavior while remaining a genuine feature of water at a higher descriptive level. Consciousness is likewise caused by neurobiological processes, although its subjective existence prevents the same form of observer-independent redescription that applies to liquidity.

Searle opposed the assumption that the brain’s significance derives primarily from computation. A physical object counts as implementing a program only relative to an assignment of symbols and rules by an observer, whereas consciousness has an intrinsic existence for the organism undergoing it. This distinction connects biological naturalism directly to the Chinese room’s separation of syntax from semantics.

Social ontology

Searle later applied the concepts of intentionality and constitutive rules to social ontology. In The Construction of Social Reality (1995), he examined how physical objects and human actions acquire institutional functions that they could not perform solely because of their material properties. Currency, legal offices, and property relations exist through collectively recognized statuses rather than through physical structure alone.

Institutional facts depend on collective intentionality, which allows individuals to act as members of a shared undertaking. They also depend on status functions established through constitutive rules. A piece of paper can count as money within a monetary system because a community collectively accepts the relevant status and the rights attached to it.

Searle subsequently described these rights and obligations as deontic powers. Institutional status can authorize a person to act, impose an obligation, or exclude others from a recognized domain. Language occupies a foundational position in this account because the assignment and continuation of status functions require representations that can be publicly understood and repeatedly applied.

The theory does not reduce institutional reality to personal opinion. Once established through collective recognition, institutions constrain individuals regardless of whether a particular person approves of them. Their dependence on human attitudes is compatible with objective facts about which institutional arrangements exist and which consequences follow from them.

Reception and influence

Searle’s work has shaped debates in the philosophy of language, philosophy of mind, and cognitive science. Speech-act theory supplied a framework for connecting sentence meaning with social action, while the Chinese room established a durable distinction between formal computation and semantic understanding. Biological naturalism placed that distinction within a broader theory of consciousness as a biological phenomenon.

Objections to the Chinese room generally concern the level at which understanding should be attributed, the role of embodiment, or the relation between computational organization and physical causation. Disputes over social ontology concern whether collective recognition provides a sufficient foundation for institutional authority and whether language must precede every complex institutional structure. Across these debates, Searle’s arguments retain a common structure: intentional or institutional significance requires causal and contextual conditions that cannot be derived from formal description alone.
