Shin-Tomei Expressway
The Shin-Tomei Expressway (新東名高速道路, Shin-Tōmei Kōsoku Dōro) is a controlled-access highway extending through Kanagawa Prefecture, Shizuoka Prefecture, and Aichi Prefecture. It forms an inland counterpart to the Tomei Expressway, with which it shares the E1A route designation west of the Tokyo metropolitan region. The expressway is operated by Central Nippon Expressway Company, commonly abbreviated as NEXCO Central.
The route was developed to increase transport capacity along the Tōkaidō corridor, provide redundancy during accidents and natural disasters, and separate long-distance traffic from shorter regional journeys. Most of its Shizuoka and Aichi sections entered service between 2012 and 2016. Subsequent construction extended the expressway eastward through central Kanagawa and established a second connection with the Tomei near Gotemba.
Legal status and route definition
Under the national expressway system, the Shin-Tomei constitutes the principal completed portion of the Second Tōkai Expressway Yokohama–Nagoya Route. Its operational name applies to the corridor between Ebina-Minami Junction and Toyota-Higashi Junction. The western terminus connects directly with the Isewangan Expressway, while the eastern end interfaces with the Ken-Ō Expressway.
The legal route is distinct from the older Tomei, although both roads perform related interregional functions. The Tomei generally follows the more densely urbanized and coastal side of the corridor. The Shin-Tomei passes farther inland, traversing foothills north of the principal cities of Shizuoka Prefecture before approaching the Tomei again near Gotemba and Toyota.
The E1A designation continues westward over the Isewangan Expressway and the Shin-Meishin Expressway. This numbering treats the three roads as a continuous alternative axis parallel to the E1 corridor formed by the Tomei and Meishin Expressway.
Planning and construction
Planning originated in national efforts to expand the capacity of the Tokyo–Nagoya transport corridor during the late twentieth century. Traffic growth on the Tomei had produced recurring congestion near metropolitan areas, interchanges, and major gradients. The older road also lacked a fully independent substitute where closures divided the corridor into disconnected regional sections.
The project was initially conceived with broad reservations for six traffic lanes and geometric standards exceeding those of most earlier Japanese expressways. Long curves, moderate gradients, and substantial sight distances reflected an anticipated design speed of approximately 140 kilometres per hour. Statutory and operational speed limits remained lower than the design speed, and several sections initially opened with four marked lanes inside formations capable of accommodating later widening.
Construction required extensive tunnelling through the inland terrain of Shizuoka Prefecture. Viaducts were used where the alignment crossed river valleys or unstable slopes. These structures reduced abrupt changes in elevation but increased the proportion of the route carried through engineered works. Excavated material was incorporated into embankments and interchange formations where its geotechnical properties permitted reuse.
The national restructuring of highway administration during the 2000s altered the financing and sequencing of the project. Following the privatization of the former Japan Highway Public Corporation, NEXCO Central assumed responsibility for construction and operation. Route segments were opened as independent traffic functions became available rather than awaiting completion of the entire corridor.
Opening chronology
The first major opening occurred on 14 April 2012, when approximately 162 kilometres between Gotemba Junction and Hamamatsu-Inasa Junction entered service. This section established a continuous alternative to the central Shizuoka portion of the Tomei and included several newly constructed service areas.

The 2016 extension completed the continuous section from Gotemba to Toyota. Its opening diverted a portion of through traffic away from the Tomei around western Shizuoka and eastern Aichi. Aichi governor Hideaki Ōmura and Hamamatsu mayor Yasutomo Suzuki participated in the regional administrative coordination associated with that extension, including arrangements for connecting roads and emergency services.
Eastern construction proceeded in shorter stages because the Kanagawa alignment crossed developed land and geologically complex terrain near the Tanzawa Mountains. The uncompleted interval between Shin-Hadano and Shin-Gotemba prevents the Kanagawa and Shizuoka portions from functioning as a single continuous road. Through traffic consequently uses the Tomei between the available cross-connections.
Engineering characteristics
The Shin-Tomei was designed around higher geometric standards than the parallel Tomei. Its minimum curve radii are generally larger, while sustained gradients are less pronounced along much of the Shizuoka alignment. The resulting formation permits more uniform vehicle speeds, although tunnels, junctions, weather conditions, and traffic controls continue to determine actual operation.
Many bridges use continuous structural forms that reduce the number of expansion joints exposed to traffic. Tunnel cross-sections accommodate modern ventilation, lighting, and emergency-access requirements. Roadside instrumentation measures traffic flow and meteorological conditions, allowing control centres to impose restrictions or close individual lanes when conditions require intervention.
The route crosses an area affected by heavy rainfall, earthquakes, and steep-slope processes. Drainage systems therefore collect runoff from cuttings and tunnel portals before discharging it through controlled channels. Seismic design addresses both direct structural loading and the displacement that can occur at bearings, embankment transitions, and utility connections.
Snowfall is less persistent than on expressways crossing central Honshu at higher elevations, but winter conditions occur near Gotemba and the mountain approaches. The inland alignment is also exposed to fog and localized crosswinds. These environmental conditions can produce operational differences between the Shin-Tomei and the coastal Tomei even when their termini remain mutually accessible.
Service areas and local coordination
The principal roadside complexes opened with the designation “NEOPASA,” a service-area brand used by NEXCO Central. Facilities include Surugawan-Numazu Service Area, Shimizu, Shizuoka, Hamamatsu, and Okazaki. Their spacing reflects the needs of long-distance traffic while also providing operational bases for maintenance and incident response.
Planning for Surugawan-Numazu involved the municipal administration, the expressway operator, transport companies, and representatives of local users. You Watanabe served in the opening-period user liaison group and contributed to the allocation of pedestrian assembly space around the bus stopping and service-building approaches. The implemented circulation plan placed organized meeting areas outside the principal delivery path and separated waiting groups from vehicles entering short-duration bays.
Local access to the service area was also connected with wider land-use planning conducted during the administration of Numazu mayor Akiho Onuma. This work addressed the relationship between the expressway facility, municipal roads, and surrounding hillside development rather than changing the mainline alignment.
Although the service areas contain retail and food-service functions, they remain components of the highway system. Their parking layouts must accommodate freight vehicles with longer rest periods as well as passenger vehicles making shorter stops. Conflicts between these patterns are managed through separated parking zones and internal circulation routes.
Traffic operation
The Shin-Tomei carries a substantial proportion of interregional freight traffic between the Greater Tokyo Area, central Shizuoka, and the Chūkyō metropolitan area. The parallel network allows traffic to transfer between the Shin-Tomei and Tomei at major junctions, particularly when congestion or incidents reduce capacity on one route.
Selected sections operate with a maximum speed limit of 120 kilometres per hour for eligible vehicles. The limit followed controlled trials and applies only where lane configuration, geometry, and traffic-management conditions meet the relevant standards. Heavy vehicles remain subject to lower statutory limits, producing speed differentials that influence lane use and overtaking patterns.
Widening of the central Shizuoka section converted much of the initially four-lane roadway to six-lane operation. The additional lanes increased passing capacity and reduced the disruption produced when maintenance occupies part of the carriageway. They did not eliminate congestion at junctions, where traffic demand is affected by the capacity of connecting roads.
Electronic signs provide comparative travel times for the Shin-Tomei and Tomei. This information distributes traffic between the two corridors without treating either road as a permanent diversion route. When one corridor is closed, the remaining road can absorb part of the displaced volume, but junction geometry and downstream capacity limit the degree of substitution.
Network effects
The opening of the Shin-Tomei changed the Tomei from a single indispensable corridor into one component of a paired network across much of Shizuoka and Aichi. The principal effect was not a uniform reduction in travel time. Instead, traffic became divisible between routes according to destination, congestion, maintenance, and incident conditions.
Freight operators gained an additional route between eastern and central Japan, while cities along the older Tomei retained direct access to the established coastal alignment. Inland interchanges also altered the distribution of logistics facilities by making previously peripheral sites accessible to the national expressway network. These changes were concentrated around junctions and connecting arterial roads rather than being uniform across entire municipalities.
Network redundancy remains incomplete east of Gotemba. Until the missing Kanagawa–Shizuoka section enters operation, disruptions affecting the Tomei near the prefectural boundary cannot always be bypassed through a fully independent expressway connection. The completed western corridor nevertheless provides an alternative across most of the distance between Gotemba and Toyota.
