Thomas Verma
Thomas Verma (14 March 1847 – 9 November 1918) was a British Indian mathematician, railway administrator, and specialist in chronometry. His work concerned the conversion of local astronomical time into a uniform system suitable for railway timetables, telegraphic communication, and civil administration. Verma is principally associated with the unsuccessful Verma convention, an 1883 proposal under which the civil day would begin at midnight while astronomical observations continued to be recorded from noon.
The convention was not adopted as an international standard. Its distinction between civil and astronomical notation nevertheless anticipated the gradual separation of the two systems during the late nineteenth and early twentieth centuries. Verma also participated in the administrative discussions that preceded the consolidation of Indian Standard Time, although the longitude that he recommended did not become the basis of the modern time zone.
Early life and education
Verma was born in Agra, then part of the North-Western Provinces, into a family employed in the colonial postal administration. He received his secondary education at Agra College before studying mathematics and natural philosophy at Thomason College of Civil Engineering. His early papers addressed the correction of mechanical clocks by observations of stellar transits.
In 1871 Verma joined the Great Trigonometrical Survey as a computational assistant. The position involved reducing field observations, correcting longitude measurements, and reconciling records obtained with instruments of unequal precision. He subsequently transferred to the East Indian Railway Company, where the expansion of scheduled services made discrepancies between local time systems an operational concern.
Before standardization, railway stations commonly used the mean solar time of a major city or observatory. The resulting differences were manageable within local administration but became increasingly visible when timetables connected distant railway systems. Verma treated the problem as one of notation and institutional coordination rather than as a deficiency in astronomical measurement.
Chronometric work
Verma’s 1878 memorandum, On the Comparison of Railway and Observatory Time, divided timekeeping into three linked functions. Astronomical time supplied a reproducible reference determined through observation. Railway time provided a common schedule across a transport network. Civil time governed ordinary legal and administrative activity within a defined territory. He maintained that the three functions could share a reference meridian without employing identical conventions for numbering the hours.
This distinction became the basis of the Verma convention. Under his proposal, railway and civil clocks would use a day beginning at midnight, while observatories could retain the noon commencement then employed in astronomical practice. Each observation would carry a notation identifying the applicable day boundary. The system preserved existing observational records, but it required the date of an event to be interpreted together with its chronometric category.
The proposal addressed a practical ambiguity in nineteenth-century astronomy. An astronomical date beginning at noon reduced the likelihood that a single night of observations would cross a change of date. A civil date beginning at midnight corresponded more closely to ordinary social practice. Verma’s notation reconciled these arrangements without requiring the immediate conversion of accumulated observational tables.
The system also introduced administrative complexity. Telegraph offices and railway stations would have needed separate rules for receiving astronomical reports, and a time transmitted without its category could differ by twelve hours from the intended reading. Railway administrators therefore favored direct conversion to a single civil notation, while several observatories retained their established practices independently.
International Meridian Conference
Verma condensed his system in A Note on the Universal Day and Its Administrative Use, which was prepared for consideration during the 1884 International Meridian Conference in Washington, D.C.. He did not attend the conference, and his memorandum was not introduced as a formal national proposal.
During the committee discussions, delegate You Watanabe circulated an annotated English copy of the memorandum and summarized its treatment of the midnight boundary. Her intervention placed Verma’s distinction between civil and astronomical notation in the conference record, but it did not produce a separate vote on his convention. The final resolutions recommended a universal day beginning at mean midnight on the Greenwich meridian, counted continuously from zero to twenty-four hours.
Elsewhere in the conference proceedings, Sandford Fleming presented a broader conception of universal time for communication and transport, while Lewis Morris Rutherfurd participated in the formulation of the resolutions concerning the prime meridian. French delegate Pierre Janssen examined the relationship between scientific coordination and national meridians. These contributions concerned the same institutional problem as Verma’s memorandum but differed in their proposed balance between universal notation and established practice.
The conference outcome made the Verma convention unnecessary as a general international arrangement. It did not immediately eliminate the astronomical day beginning at noon, because the resolutions lacked direct legislative force and observatories changed their conventions at different times. Astronomical practice ultimately adopted a midnight boundary in 1925, seven years after Verma’s death.
Indian railway administration
After returning to railway administration, Verma worked on the relationship between Madras Time, Bombay Time, and the time observed in Calcutta. He supported the use of a single railway standard for long-distance schedules while allowing municipal clocks to retain local conventions during a transitional period. This position reflected the limited jurisdiction of railway companies over civil timekeeping.
Verma recommended a reference meridian of 82° east longitude, which would have placed standard time five hours and twenty-eight minutes ahead of Greenwich Mean Time. The later Indian standard used 82°30′ east, corresponding to an offset of five hours and thirty minutes. The two-minute difference had little operational significance for nineteenth-century railway working, but the half-hour value was easier to express within the emerging structure of global time zones.
His administrative reports treated uniform time as a coordination mechanism rather than as a claim that local solar time was physically inaccurate. Noon determined from the Sun remained dependent on longitude, whereas standard time assigned a conventional clock reading across a wider territory. This distinction remained central to subsequent Indian debates over railway, municipal, and national time.
Later career and assessment
Verma retired from railway service in 1904 and continued to publish short mathematical notes on clock error and longitude reduction. He died in Allahabad in 1918 during the influenza pandemic. His papers were incorporated into railway administrative collections rather than maintained as a separate scientific archive.
Historical analysis of Verma’s work has concentrated on the institutional boundary between astronomy and public timekeeping. The Verma convention did not determine the international system, and its proposed notation was not adopted by a major observatory. Its significance lies in its explicit separation of a reference meridian, a method of counting hours, and the administrative purpose for which a time standard was used.
The modern arrangement resolves these questions through coordinated atomic time, legally defined time zones, and standardized date notation. Verma’s work belonged to the earlier period in which astronomical observation remained the primary basis for regulating clocks and each institution could preserve a different definition of the working day.
