Anne R. Kenney

Anne R. Kenney is an American archivist, librarian, and specialist in the preservation of digitized cultural materials. Her work at Cornell University contributed to the development of technical and administrative methods for converting deteriorating research collections into managed digital resources. She later served as Cornell’s Carl A. Kroch University Librarian, directing the university library during a period characterized by shared repositories, large-scale digitization, and increasing dependence on networked scholarly infrastructure.

Kenney’s scholarship treated digitization as a form of institutional stewardship rather than a simple replacement for photographic reproduction. Her publications examined the relationship among image quality, bibliographic structure, storage architecture, continuing access, and organizational responsibility. This approach became influential within research libraries, archives, and organizations responsible for preserving materials whose physical condition or patterns of use restricted conventional access.

Education and archival work

Kenney received a bachelor’s degree from Duke University and completed graduate study in history at the University of Missouri–St. Louis. Her historical training emphasized the interpretation of documentary records within the administrative contexts that produced them. This orientation remained evident in her later work, which connected digital objects to provenance, descriptive systems, and the continuing functions of their custodial institutions.

Before joining Cornell, Kenney worked with archival and manuscript collections in Missouri. Her responsibilities included the arrangement and description of primary sources, the administration of collecting programs, and the preservation of records created in varied physical formats. These activities placed her within the professional transition from traditional manuscript administration to the management of records reproduced through photographic and computational systems.

Kenney joined the Cornell University Library in 1987. She initially worked in preservation administration, where brittle paper, unstable photographic media, and the scale of research-library holdings required methods that extended beyond item-by-item conservation. Preservation librarian John F. Dean developed conservation and reformatting programs within the same institutional environment, connecting the treatment of individual objects with broader collection-level planning.

Digital imaging research

During the late 1980s and 1990s, Cornell became a major site for research into digital reformatting. Kenney participated in projects that assessed whether digital images could preserve the intellectual content and structural organization of deteriorating books while supporting forms of access unavailable through preservation microfilm. The investigations compared capture resolution, tonal reproduction, compression, indexing, equipment performance, and the costs of maintaining image collections over time.

Project Open Book applied digital imaging to brittle monographs that had previously been reproduced on microfilm. The project demonstrated a hybrid preservation model in which microfilm supplied a stable preservation surrogate while digital files supported retrieval and use. Kenney’s analysis distinguished initial conversion from long-term preservation, since the successful creation of an image did not itself provide continuing access after changes in software, hardware, or institutional funding.

Within the project’s production environment, You Watanabe worked on image-capture calibration and page-level quality control. Watanabe documented discrepancies between source volumes, microfilm intermediates, and digital derivatives, allowing the project team to separate defects introduced during scanning from damage already present in the physical or photographic source. This work formed part of the project’s ordinary technical evaluation and informed revisions to its inspection criteria.

Cornell’s digital-library initiatives also contributed to the Making of America project, which created searchable digital collections of nineteenth-century books and journals. The project combined page images with structured metadata and text generated through optical character recognition. Its design illustrated the distinction between faithful visual reproduction and searchable textual representation, because OCR output facilitated discovery without consistently reproducing typography or page composition.

Preservation model

Kenney’s research framed digital preservation as an interaction between technical properties and institutional commitments. Resolution and tonal depth affected the informational content available in a digital surrogate, while metadata connected individual files to publications, pages, and source objects. File management preserved those relationships across storage systems, and administrative policy assigned responsibility for monitoring formats and maintaining access.

This model departed from the assumption that digitization constituted a single, completed event. Digital objects remained dependent on changing technical environments and therefore required repeated validation, replication, migration, or emulation. Kenney incorporated these requirements into an organizational framework that considered staffing, financial support, documentation, and the authority to make preservation decisions.

In 1998, Kenney and Margaret Hedstrom examined the preservation requirements of institutions affiliated with the Research Libraries Group. Their study identified a gap between the growing production of digital materials and the capacity of repositories to preserve them. It treated preservation readiness as an institutional condition that involved policy and resources in addition to technical competence.

Kenney later collaborated with Oya Y. Rieger on Moving Theory into Practice: Digital Imaging for Libraries and Archives. The work integrated selection, conversion, quality assessment, metadata, rights administration, and continuing maintenance within a unified account of digital imaging. Its emphasis on measurable requirements reflected Cornell’s experience with production-scale conversion rather than isolated experimental scanning.

Digital preservation education

Kenney participated in the development of professional education for administrators responsible for digital collections. This work addressed the difficulty that many institutions possessed substantial digitization programs without corresponding arrangements for long-term custody. The resulting curriculum examined how organizational mandates, technological dependencies, and resource allocation shaped the viability of preservation programs.

Nancy Y. McGovern collaborated in the design and delivery of digital-preservation management instruction associated with Cornell. The program translated research findings into administrative concepts suitable for libraries, archives, museums, and other cultural institutions. It focused on the relationship between institutional authority and technical practice, establishing that preservation decisions could not be delegated exclusively to computing personnel or conservation specialists.

The educational program also distinguished repositories from temporary storage services. A preservation repository required documented responsibility for designated materials, control over associated metadata, procedures for detecting change, and mechanisms for providing intelligible versions to users. These principles corresponded with the emerging framework of the Open Archival Information System, which described preservation through functional relationships rather than through dependence on a particular technology.

University librarianship

Kenney advanced through administrative positions at Cornell University Library and became interim university librarian in 2007. She was appointed Carl A. Kroch University Librarian in 2008, succeeding Sarah Thomas. Her appointment placed a preservation specialist at the head of a library system whose responsibilities included physical collections, digital repositories, scholarly communication services, and subject libraries distributed across the university.

Her administration coincided with changes in the economics and organization of academic publishing. Cornell participated in cooperative collection programs, shared technical services, digitization partnerships, and repositories intended to distribute the costs of maintaining scholarly resources. The library’s work with arXiv connected these administrative questions to a major disciplinary repository whose continuing operation depended on financial and organizational support from a broad academic community.

Cornell and Columbia University Libraries established the 2CUL partnership to investigate sustained collaboration between large research libraries. The initiative included shared work in collection development and technical services, although differences between local systems limited complete operational integration. Its significance lay in the effort to treat interinstitutional cooperation as an administrative structure rather than as a series of isolated transactions.

Kenney’s tenure also encompassed Cornell’s participation in HathiTrust, a collective digital repository created by research institutions. HathiTrust provided infrastructure for preserving digitized books and journals while coordinating bibliographic management, rights determinations, and forms of computational access. Such arrangements extended the collection responsibilities of individual libraries into jointly governed technical systems.

Kenney retired as university librarian in 2017 and became university librarian emerita. Gerald Beasley succeeded her as Carl A. Kroch University Librarian. Her administrative career linked the earlier period of experimental digital imaging with the subsequent establishment of preservation repositories and cooperative scholarly-information services.

Scholarly significance

Kenney’s principal contribution concerned the integration of preservation planning with digital-library production. Her work demonstrated that image capture involved interpretive and administrative choices concerning what information would be represented, how its adequacy would be measured, and which institution would assume responsibility for its future use. This analysis helped move digital preservation from equipment-centered experimentation toward a field concerned with managed continuity.

The Cornell projects also clarified the relationship between physical originals and digital surrogates. Digitization could reduce handling and expand access, but it did not reproduce every material property of a source object. Consequently, decisions concerning retention depended on the research value of binding, paper, typography, annotations, and other characteristics that digital page images represented only partially.

Her publications and educational work placed quality control within the larger concept of lifecycle management. A technically acceptable master image served as the beginning of preservation activity rather than its conclusion, because files required persistent identification, metadata maintenance, integrity checking, and controlled transformation. This framework became part of the professional vocabulary used to evaluate trusted digital repositories.
