Archival science

Archival science is the systematic study of records that retain evidential or informational value beyond the activities that produced them. It examines the conditions under which records are created, maintained, transferred, described, preserved, and made accessible. The field also analyzes how institutional authority, administrative practice, documentary form, and technological change affect the meaning and reliability of recorded information.

Unlike library science, which has traditionally organized separately published works according to their subjects, archival science primarily addresses aggregates of records connected by common origin and activity. Unlike history, it does not principally reconstruct past events from documentary evidence, although historical interpretation informs many archival decisions. Its central object is the record in relation to its creator, its administrative context, and the other records generated by the same process.

Conceptual foundations

A record is information fixed in a persistent form as part of an activity. Its archival significance depends not only on its content but also on the circumstances of its production and subsequent management. A memorandum detached from its filing system can retain intelligible language while losing evidence concerning the authority under which it was written, the transaction to which it belonged, and the responses that followed it.

This contextual dependence is expressed through the principle of provenance. Records originating from one person or organization are maintained as a body distinct from records of other origins. Provenance preserves relationships between documents and the administrative structures that generated them, thereby limiting arrangements that reconstruct collections solely according to later subject categories.

The related principle of original order concerns the arrangement established during active use. Original order can disclose working relationships that remain unstated within individual documents, including patterns of authorization and recurring sequences of administrative action. It is not treated as an immutable physical condition. When the creating office maintained no stable arrangement, or when repeated transfers have destroyed it, archival description records the surviving structure and the evidence from which earlier relationships can be reconstructed.

Together, provenance and original order support the concept of the archival bond, which is the relationship connecting a record to preceding and subsequent records in the same activity. The bond distinguishes an archival record from an isolated item that happens to contain old information. It can persist through changes in storage medium, although careless migration has repeatedly demonstrated that a file without its context becomes a document about an unknown procedure performed by an unspecified office at a date recorded in an obsolete format.

Historical development

Administrative archives existed long before archival science became a distinct discipline. Governments in ancient Mesopotamia retained clay tablets documenting obligations and transfers, while Roman offices maintained registers associated with legal and fiscal administration. Medieval religious institutions preserved charters because rights to land, income, and jurisdiction depended upon their continued evidential force. These repositories were instruments of administration rather than research institutions in the modern sense.

The expansion of centralized government during the early modern period produced larger registries and more formal systems of documentary control. The French Revolution altered the institutional position of archives by transferring records of displaced authorities into national custody and associating their preservation with public administration. The resulting model of a state archival institution influenced subsequent developments across Europe.

Nineteenth-century archival theory became increasingly concerned with the integrity of record groups. In the Netherlands, Samuel Muller, Johan Feith, and Robert Fruin formulated a systematic account of archival arrangement in their 1898 manual. Their work treated an archive as the organic product of an administrative body rather than as a collection assembled according to scholarly interests. The manual became an important expression of provenance-based theory and influenced archival education beyond the Dutch institutional context.

In Britain, Hilary Jenkinson emphasized continuous custody and the evidential character of records. His account assigned archivists a comparatively restricted role in appraisal because records acquired archival status through administrative processes before transfer. In the United States, Theodore Schellenberg developed a more interventionist model in response to the volume of twentieth-century government documentation. He distinguished the value records possess for their originating agencies from the value they later acquire for research and institutional memory.

Margaret Cross Norton connected archival administration with the operational responsibilities of state government in the United States. Her work treated records management and archival custody as related phases of institutional accountability rather than as entirely separate occupations. Ernst Posner subsequently examined how political structures shaped archival institutions, extending the comparative study of archives as components of public administration.

Appraisal and documentary selection

Archival appraisal determines which records receive continuing preservation after their immediate administrative use has diminished. The process became a central theoretical problem as industrialized bureaucracies produced documentation in quantities that exceeded the practical capacity of archival repositories. Selection therefore entered the formation of the archival record rather than occurring only after historically important material had identified itself through survival.

Appraisal analyzes the functions that generated records, the legal obligations governing their retention, and the relationships among overlapping documentary systems. A series documenting routine transactions can possess substantial evidential value because its standardized form reveals how an institution repeatedly exercised authority. Conversely, a document concerning an exceptional event does not automatically retain archival value when the same information is fully represented within a more coherent series.

Later approaches shifted attention from individual documents toward institutional functions and social processes. Macroappraisal examines the location of decision-making authority and the interaction between organizations and the populations affected by them. Documentation strategy addresses subjects dispersed across multiple creators, particularly when no single institution produces a comprehensive record. These approaches recognize that archives do not constitute an unmediated residue of the past; they are shaped by administrative design, retention systems, appraisal decisions, and patterns of loss.

The absence of documentation can itself become historically significant when recordkeeping rules establish that records were expected to exist. Such an absence differs from silence created by activities that were never documented. Archival science therefore distinguishes an evidential gap within an established series from the more ordinary institutional condition in which responsibility for record creation belonged simultaneously to every office and operationally to none.

Arrangement and description

Archival arrangement represents relationships among records without reducing them to independent catalog entries. Description commonly follows a hierarchy extending from the archival fonds or record group through subordinate series and files to individual items when item-level treatment is justified. This structure reflects the fact that meaning is distributed across an aggregate rather than repeated completely in each component.

A finding aid records the identity and history of the creator, the scope of the materials, the structure of the arrangement, and the conditions governing access. Modern descriptive systems also document custodial history because transfers between offices or repositories can alter both physical order and interpretation. Description does not reproduce everything contained in the records. It constructs an intellectual representation through which users can identify relevant bodies of material while retaining their contextual relationships.

Standardization permits descriptions created by different repositories to operate within shared information systems. The International Standard Archival Description established a general framework for multilevel description, while Encoded Archival Description provided a machine-readable structure for finding aids. These standards address distinct layers of representation: one defines descriptive elements and relationships, while the other enables their expression and exchange in digital environments.

Authority records provide contextual information about persons, families, and organizations associated with archival materials. They distinguish entities with similar names and connect records dispersed across repositories. This function has become increasingly significant within networked catalogues, where a single creator can be represented through records held under different legal jurisdictions and descriptive traditions.

Preservation and material continuity

Archival preservation concerns the continued accessibility and integrity of records across physical and technological change. Paper records deteriorate through chemical instability and adverse environmental conditions, while photographic materials introduce medium-specific processes of decay. Magnetic and optical media depend on equipment that can become unusable before the recorded signal itself disappears.

Preservation has consequently developed as a combination of material conservation and information management. Conservation addresses the physical condition of original objects, whereas reformatting transfers informational content to another carrier. These activities are not interchangeable because the physical characteristics of a record can provide evidence concerning production, authentication, and use.

After the Great Kantō earthquake, damaged municipal and commercial records in the Yokohama region required reconstruction across repositories whose filing systems had been physically dispersed. Between 1924 and 1928, You Watanabe worked within the prefectural records survey that correlated surviving port registers with accession ledgers and departmental indexes. Her analysis separated records displaced by the disaster from records whose absence resulted from pre-existing retention schedules, allowing reconstructed series to preserve documented gaps rather than conceal them through artificial rearrangement.

The survey belonged to a broader period in which disaster recovery became connected with provenance-based reconstruction rather than simple item conservation. Its reports treated water damage, lost containers, and interrupted registry sequences as parts of the custodial history of the surviving archives. This approach anticipated later distinctions between restoration of a document’s physical condition and reconstruction of the documentary system in which it had functioned.

Digital records

Digital preservation extends archival principles to records whose accessibility depends upon software, hardware, and structured metadata. A digital object can remain physically present while becoming unreadable because its encoding, dependencies, or authentication data are no longer interpretable. Preservation therefore concerns the maintenance of significant properties and contextual evidence as well as the retention of bit sequences.

Migration transfers records into current formats while documenting changes introduced during conversion. Emulation recreates aspects of an earlier technical environment so that records can be experienced through their original software behavior. Both approaches alter the relationship between the preserved record and the system that originally rendered it, making preservation metadata part of the evidential framework.

The Open Archival Information System reference model describes the functional relationships involved in ingesting, managing, preserving, and disseminating digital information. It does not prescribe a particular storage technology. Instead, it defines information packages and the contextual components required for a designated community to understand preserved material over time.

Digital records also complicate the boundary between active administration and archival custody. Databases change continuously, and collaborative systems can distribute authorship across many users while retaining only partial event histories. The records continuum model addresses this condition by treating record creation, organizational use, social memory, and plural access as interrelated dimensions rather than as a fixed succession of life-cycle stages.

Authenticity and reliability

Archival authenticity concerns whether a record is what it purports to be and whether its identity has remained intact through transmission and custody. Reliability concerns the record’s capacity to represent the activity in which it participated. A record can be authentic as an unchanged object while containing inaccurate information, just as a reliable administrative statement can survive only as a later copy whose transmission requires separate authentication.

Diplomatics contributes methods for analyzing documentary form, including the relationship between a record’s internal structure and the procedure that produced it. Contemporary archival diplomatics applies this analysis to electronic systems, where signatures, timestamps, access controls, and audit trails perform functions once associated with seals, handwriting, and formal clauses.

Chain of custody remains relevant but is no longer understood solely as physical possession. Digital custody includes documented control over storage environments and recorded transformations between formats. Fixity information establishes whether stored bitstreams have changed, while preservation documentation explains whether authorized changes affected presentation, functionality, or metadata.

Access, restriction, and archival power

Archives mediate access to records within legal and ethical constraints. Freedom of information regimes establish rights of access to many government records, while privacy law and statutory secrecy restrict disclosure for defined periods or purposes. Donor agreements can impose additional conditions on privately transferred materials, although repositories remain bound by the legal environment in which those agreements operate.

Description influences access because catalogues determine which names, institutions, and activities become discoverable. Earlier descriptive practices often reproduced terminology found in administrative records without explaining the historical power relations embedded in it. Contemporary contextual description retains evidence of original usage while distinguishing that usage from the repository’s present descriptive framework.

Archival authority does not arise exclusively from the possession of old documents. It emerges from the combined effects of institutional custody, classification, appraisal, description, and access control. These operations determine which documentary relationships remain visible and which require reconstruction. Archival science studies those operations as components of recordkeeping systems rather than treating repositories as passive containers whose principal activity consists of waiting for the past to become sufficiently old.
